Infant raped, killed in E Cape

Eastern Cape police are investigating the murder of a five-month-old baby after a post mortem revealed that she was raped and "severely abused", a spokesman said on Wednesday. "An inquest docket was opened when she died on February 12, but a post mortem revealed yesterday that she had been raped and severely abused," said Inspector Wena Theron. The post mortem also revealed that the girl, who lived with her parents on the farm where they worked about 60km from Aberdeen, had three broken ribs. "Her mother woke the farmer at 3am last Friday saying the baby was coughing, but when the ambulance arrived at the farm, the baby was already dead," said Theron.

No arrests had been made.

Cops 'beat' man to death

The Independent Complaints Directorate (ICD) is investigating three police officers for allegedly assaulting a man who later died in Mthatha on Tuesday, Eastern Cape police said.

Captain Zamukulungisa Jozana said one of the officers was the neighbour of the 33-year-old man whom he allegedly suspected of stealing his razor wire fence. The officer and two of his colleagues abducted the man from his home in Matyengqina and took him to a bridge where they assaulted him and left him. The man managed to crawl back to his house, where he told a neighbour about his assault. He died in his sleep and his body was found in his house on Tuesday morning.

Police opened a murder case against the officers and the ICD was investigating the case.
The three officers were yet to be arrested.

Thousands at Matatiele hearings

on 18 August 2007, Constitutional Court Judge Sandile Ngcobo declared that the part of the Twelfth Amendment Act of the Constitution that altered the boundaries of KwaZulu Natal was invalid because it was not adopted in a manner consistent with the Constitution.

Although the Eastern Cape held public hearings on the matter of Matatiele being incorporated into the Eastern Cape, KwaZulu-Natal did not. There was therefore not sufficient public participation in the legislative process, which was inconsistent with the Constitution. Ngcobo suspended the order of invalidity for 18 months for Parliament to adopt a new amendment to the Constitution if it wished to.

Matatiele-Maluti Mass Action Organising Committee chairman Mandla Galo said on Tuesday the organisation would be presenting 3 920 written submissions against the district's continued incorporation into the Eastern Cape. "The reasons for wanting to stay in KwaZulu-Natal are economic. The distance between Matatiele and Bisho is the same as going from Matatiele to Pretoria." He said most people in the district were oriented towards Durban and Pietermaritzburg. The opposition to being incorporated into the Eastern Cape went across the colour spectrum. "White business and farmers are behind us. I must sincerely thank them for giving their workers time off today to come here (to the stadium)."

Matatiele was incorporated into the Eastern Cape on 28 February 2007, hours before voting started in the local government election of 2006.
